This does say baggy! I wear a medium normally with a snugger fit. I ordered these in large thinking I want them to be baggy. OMG these are massive! Literally just fall off. When you hold them up it looks like a square/rectangle piece of material with legs cut into it. Thought I could return these from my online purchase but it says that I cannot. Worse purchase ever from GAP.
